2025 SECOND PUBLIC HEARING – CHIP

WOOSTER, ORRVILLE, and WAYNE COUNTY PARTNERSHIP

COMMUNITY HOUSING IMPACT and PRESERVATION (CHIP) PROGRAM APPLICATION: 2ND HEARING

(CHIP Program - FY 2025-2028)

May 14, 2025

10:00 AM – Council Chambers, Wooster City Hall, 538 N. Market St., Wooster, Oh 44691

The City of Wooster, City of Orrville, and Wayne County intend to, as a single Partnership, apply to the Ohio Department of Development, Office of Community Enhancements, for funding under the Community Housing Impact and Preservation (CHIP) Program, comprised of Community Development Block Grant (CDBG) Small Cities Program and HOME federally funded programs administered by the State. Provided the Partnership meets applicable program requirements, the Partnership intends to apply for $1,050,000 for fiscal years 2025-2028 HOME and CDBG funding (and potentially State of Ohio Housing Trust Funds), to support the National Objective of benefitting low-to-omoderate income person with housing repair assistance.

A second and final public hearing will be held on May 14, 2025 at 10:00 am in Council Chambers at Wooster City Hall (address above) to give Wayne County residents an opportunity to review and comment on the City of Wooster’s, City of Orrville’s, and Wayne County’s partnership application, including the activities summarized below before the Partnership submits its application. Citizens are encouraged to attend this meeting.

(The City of Wooster previously hosted a public hearing on March 20th, 2025 to inform citizens about the CDBG and HOME-funded CHIP program, eligible activities, and other important program requirements.)

Based on both citizen input and City of Wooster and Wayne County officials’ assessments of the area needs, the City and County will propose renewing the current Partnership to file an application to undertake the following CHIP eligible ACTIVITIES for Fiscal Year 2025-2028 (funding amounts estimated):

Private Owner Rehabilitation: $564,000

Rental Rehabilitation: $109,000

Home Repair: $295,000

Project Administration & Fair Housing: $126,000

If a participant requires auxiliary aids due to disability, please contact Amy Hamilton at 330.263.5242 at least five days in advance to ensure that accommodations can be provided.
