WAYNE COUNTY COMBINED GENERAL PUBLIC HEARING
PY’25 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) and
PY’25 COMMUNITY HOUSING IMPACT and PRESERVATION PROGRAMS
Wayne County intends to apply to the Ohio Development Services Agency (ODSA), Office of Community Development for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally funded program administered by the State of Ohio. The County received $360,000 through the program’s Community Development Allocation grant for the PY’23 grant year and anticipates being eligible for approximately $360,000 for the PY’25 Community Development Allocation grant and may apply for other CDBG competitive grant funding providing the County meets applicable program requirements.
The County also intends to apply for a Community Housing Impact and Preservation (CHIP) Grant, making funds available to repair housing to assist low-to-moderate income households. In the recent past the County partnered with the City of Wooster, City of Orrville and Wayne Metropolitan Housing Authority to secure $962,500 for home repairs throughout
Wayne County.
A public hearing will be held Thursday, February 13, 2025 at 10:00 a.m. at the Wayne County Administration Building Lounge on the 2nd Floor located at 428 West Liberty Street, Wooster, Ohio. This meeting is intended to provide citizens and communities with pertinent information about the CDBG and CHIP programs, including an explanation of eligible
activities, program requirements and application deadlines. All activities must benefit low-to-moderate persons, households and/or neighborhoods.
The types of programs that Wayne County may apply for include, but are not limited to, the Community Development Allocation (formerly the Formula Grant Program), Neighborhood Revitalization (up to $500,000), Flexible Grant (Downtown Revitalization is a part of this) (up to $300,000), Critical Infrastructure (up to $500,000), Economic Development (up to $500,000) and Residential Public Infrastructure Grant program (up to $750,000). Citizens and local officials are encouraged to attend this public hearing on Thursday, February 13, 2025 at 10:00 a.m. to
obtain general information about the Small Cities Program.
A second public hearing will be held for each of the specific grant applications after the projects and funding amounts have been decided.
An integral part of this process is the Community Development Implementation Strategy (CDIS). Each entity and/or community that is eligible to participate in one or more of the grant programs will be required to submit a description of its needs with regard to the programs. Information about the CDIS will be sent to all potential applicants prior to this public hearing. The CDIS is required to be updated every odd numbered year. Immediately following the Public Hearing, the County will hold its bi-annual Community Development Implementation Strategy (CDIS) meeting to disseminate information about the aforementioned programs to local stakeholders (Mayors, Township Trustees, Economic development organizations, downtown and neighborhood organizations and public service providers) to encourage their assisting with identifying and prioritizing potential funding. This meeting is open to the public.
