Tax Incentive Review Council

Responsibilities

The Tax Incentive Review Council's responsibilities include:

  • The Wooster Tax Incentive Review Council meets annually to review all tax exemption agreements authorized through the Community Reinvestment Area and Enterprise Zone programs, as well as to review the compliance of any active Tax Increment Financing (TIF) exemptions. Specific duties include:

    1. Reviews all agreements granting exemptions from property taxation and any performance or audit reports required by those agreements.
    2. Reviews all exemptions from property taxation resulting from the declaration of public purpose improvements.
    3. Reviews the compliance of each recipient of a tax exemption with the nondiscriminatory hiring policies developed by the county or city.

On the basis of these determinations, the Council submits to Council written recommendations for continuation, modification, or cancellation of each agreement. For projects involving exemption in partnering zones, including the Wayne County Rural Enterprise Zone, the TIRC's and Wooster City Council's approvals are forwarded to the Wayne County Tax Incentive Review Council. The Wooster TIRC endeavors to deliver recommendations on all tax exemption arrangements to Wooster City Council before September of each year.
